Compliance Reviews of Global Environment Facility and Green Climate Fund Concepts and Project Proposals.

What We Did: Interamna was called upon by UNEP’s Program Coherence and Assurance Unit to reduce the heavy load of project reviews in advance of the GEF/GCF concept and full project document submission deadlines. We reviewed 20 projects submitted to the Concept Review Committee and/or Project Review Committee against agreed criteria, and made specific recommendations on areas needing improvement. The assessments included adherence to project design parameters as per the UNEP Programme and Project Management Manual and quality of project design criteria, and in the case of GEF-financed projects, alignment with the relevant GEF focal area strategies. The engagement also involved providing technical guidance and capacity building to staff members on the robustness the respective theories of change and/or Strategic Results Framework, including an assessment of the overall quality and SMART-ness of KPIs.
