Scoping study for an evaluation of the United Nations International Civil Aviation Organization’s Response to COVID-19 and Support to Member States.

What We Did: Based on ICAO’s COVID-19 Response and Recovery Implementation Strategy and CART recommendations, Interamna consulted on the initiation and planning phase of the evaluation, advising on priority areas of focus and recommending a methodology to ICAO’s evaluation office and priority stakeholder consultations. It held preparatory consultations with key aviation stakeholders, ICAO Council, Regional Offices, CAPSCA and the World Health Organization to inform and validate the evaluation approach.

‍Objective: COVID-19 has posed unprecedented challenges to the world, including the international air transport sector. ICAO has developed this COVID-19 Recovery Platform to collate the forecasts, guidance, tools, and resources which are needed by national regulators pursuing pandemic responses. The project was oriented towards garnering feedback from Member States on the robustness of the response, to inform future preparedness and rapid response.
